Each employer needs to do the due diligence to determine the best match for his/her project. An employer may see something in a lower-ranked freelancer's realm of experience that they perceive is a good match as compared to higher-rated freelancers. It's important to keep in mind that this a really large pool of freelancers from which to choose and not everyone can be on the top rungs of the rating ladder.
